Mission Statement

To provide departments and other groups within the City high quality personnel services, professional labor relations services, and technical support. To maintain a personnel system consistent with appropriate best practices and legal requirements. To deal with all persons (employees, applicants, and citizens) with respect and consideration.

We are located in the City/County Administration Building. The City/County Administration Building is across from the DeVos Place.

The Human Resources Department handles all aspects of the employment process for the City of Grand Rapids. The Department is also responsible for orientation, classification, training, employee relations, employee record-keeping, wage/salary and benefit administration of City employees. The Human Resources Department serves as an information center for employees and management. The Department handles all aspects of risk management including workers compensation, liability insurance, claims and safety compliance.

The staff within the Labor Relations office negotiates and administers the various collective bargaining agreements with exclusively recognized units of employees. This currently includes nine (9) units directly connected to City operations. The office also functions as a resource for the Grand Rapids Public Library and the 61st District Court.

The Labor Relations staff acts as advocate for the City of Grand Rapids in arbitration hearings, unfair labor practice hearings, and unemployment compensation hearings. They provide support to the City Clerk's office as hearings officers for taxicab license appeals. Other support duties include processing grievances; investigating complaints that could result in disciplinary action for City employees; and interpretation of collective bargaining agreements, City policies, and rules.
